Hybrid Meddling of the Russian Federation: Goals, Agents, and Methods of the Kremlin in Latvia

Philipp Katzenberger

The attitude of the Russian Federation under Vladimir Putin, toward the countries of the former USSR, repeats the Brezhnev doctrine concerning the “people’s democracies” of Eastern Europe. With this approach, in the eyes of Moscow, the Baltic states inevitably acquire the status of being “illegally” torn away from the neo-Soviet zone of influence, a kind of enemy outpost. The Russian authorities consider Latvia to be a “weak link” there.
